El Paso native Raymundo “Ray” Beltran III has joined the City of Bay City’s team as its first Communications Manager.
Beltran brings more than 11 years of experience in community, voter, and stakeholder engagement, having worked in cities across Texas, including Austin, El Paso, Laredo, San Antonio, and Houston.
Beltran previously worked in the petrochemical industry as an external affairs advisor for several sites in the Bayport Industrial District.
He began his career as a campaign contractor and consultant, managing field outreach and voter engagement for campaigns throughout Texas.
After the elections, he specialized in creating and managing voter engagement and education programs for Houston-area nonprofits.
Beltran also served as a community affairs advisor for Harris County Precinct 1, where he collaborated with government and non-government agencies to improve equity in flood mitigation and prevention projects, public safety pilot programs, and disaster relief and flood relocation efforts for Precinct 1 constituents.
“Ray’s extensive and well-rounded background in community engagement, incident response communications, media relations, and branding strategy aligns perfectly with the priorities outlined in our strategic plan,” said City Manager Scotty Jones.
“As we continue building a transparent, responsive, and connected local government, Ray’s expertise in developing clear, inclusive communications will be instrumental in helping us strengthen public trust and broaden our reach.”
Beltran looks forward to using his experience in corporate communications and public engagement to enhance communication efforts in his new role.
“Ray has a strong understanding of how to connect with people and build trust,” added Communications and Cultural Arts Director Samantha Denbow.
“As a bilingual communicator, Beltran is also uniquely positioned to help the City better connect with Spanish-speaking residents, ensuring that important information is accessible and inclusive for all members of the community.
“His experience and insight will be key as we work to make our messaging more accessible, engaging, and reflective of Bay City’s diverse community.”
Beltran holds a Bachelor of Arts in Political Science from the University of Texas at El Paso and a Master of Professional Studies in Political Management from the George Washington University School of Political Management.
In his spare time, Beltran volunteers with the Rescued Pets Movement and Homeless and Orphaned Pets Endeavor, fostering and training cats and kittens.
He also mentors college students and young professionals through Momentum Education.
