City and City Manager part ways amicably

The City of Bay City and City Manager have reached a mutual agreement to separate her employment with the City under the terms of her Employment Contract. 

The City’s decision to separate with the City Manager is simply a desire to go in a different direction. 

“Our separation with Shawna Burkhart in no way is representative of her ability to accomplish the City Council’s goals and objectives,” said Mayor Robert Nelson. 

City Manager Burkhart has had great success working with the City Council, the Community Development Corporation and developers to expand housing opportunities in the City. 

In addition, she successfully led the City through four years of $52 million of Texas Water Development Board funded Water and Wastewater Infrastructure projects which will provide approximately 30 additional years of Water/Wastewater Plant capacity. 

Also, she has successfully operated a $17 million General Fund budget and a $12.2 million Utility Enterprise fund. 

“Shawna has set the City of Bay City up for future success and we wish her the best in her future endeavors,” said Mayor Nelson. 

Shawna Burkhart was the first City Manager after the 2019 City Charter election to change to the City Manager form of government in Bay City.  She came to work for the City in March of 2020 around the height of the Covid pandemic.  

Following the vote by Council to approve the separation agreement with Burkhart, the City Council named Assistant City Manager and Finance Director Scotty Jones as Interim City Manager.
