The City of Bay City announced it was awarded $15 million to construct the North Water Treatment Plant and 12-inch Transmission Line.
The project is a major milestone in securing the city’s water future and the funding comes from the Texas Water Development Board (TWDB).
This critical investment will expand Bay City’s water production capacity, improve water pressure and fire protection, and ensure a resilient, looped distribution system capable of supporting the city’s continued growth.
“Securing this funding is a huge deal for Bay City. Council Member Bradley Westmoreland played a key role, and we’re thankful for his support and advocacy for our community.” said City Manager Scotty Jones.
“It allows us to move forward with a long-planned project that directly impacts the safety, health, and future development of our community.”
Bay City’s current water system operates near its maximum capacity, and several of its water wells date back as far as the 1950s.
A 2019 system assessment recommended the construction of two new water treatment facilities.
The North Water Treatment Plant will address the urgent need to restore capacity lost from the closure of a previous plant due to arsenic contamination and to meet rising demands from residential and industrial development.
“This project is not just about today’s needs – it’s about preparing for tomorrow,” said Public Works Director Herb Blomquist.
“The new plant and transmission line will strengthen system performance, reduce vulnerability, and ensure consistent service to all parts of Bay City.”
The 12-inch transmission line will create vital redundancy between the city’s north and east water plants and complete a citywide looped system, enhancing water pressure and distribution efficiency during peak demand or emergency conditions.

The City of Bay City extends its sincere thanks to Senator Joan Huffman and her team for their continued dedication to the Bay City community and for their role in securing this critical funding.
While the construction timeline is still being finalized, this funding allows the City to initiate the procurement and planning process immediately.
