Precinct 2 Commissioner Mike Estlinbaum completed the second of four sessions in the Commissioners Court Leadership Academy (CCLA).
The academy is a highly respected program hosted by the V.G. Young Institute of County Government, part of the Texas A&M AgriLife Extension Service.
The CCLA is a rigorous two-year leadership development program designed specifically for Texas county officials.
It focuses on enhancing leadership effectiveness, strengthening communication, and deepening participants’ understanding of the systems and responsibilities that shape county government.
Estlinbaum’s continued participation in the program underscores his commitment to professional growth and his dedication to serving the citizens of Matagorda County with integrity and vision, according to an academy press release.
Each session of the academy builds on the last, providing commissioners and county judges from across the state with practical knowledge and leadership tools in four key areas:
Understanding Government Systems – Exploring the structure, function, and interconnection of county, state, and federal government.
Strengthening Communication – Enhancing interpersonal and communication skills to effectively engage with citizens, colleagues, and media.
Enhancing Leadership – Fostering personal leadership development and strategic decision-making.
Advocating for Counties – Preparing county leaders to be informed, effective advocates at all levels of government.

Estlinbaum is scheduled to complete the full CCLA program in 2026, joining a distinguished network of Texas county officials who exemplify excellence in local governance and public service.
