Bay City, TX– The City of Bay City announced Scotty Jones has officially been appointed by City Council as the City Manager for Bay City effective immediately.
Jones was appointed as Interim City Manager on February 14, 2024 after the City’s separation with the former City Manager.
Jones has worked for the City for more than 10 years. Council determined that she has the educational background and experience to serve as City Manager. She has unique qualifications since she was born and raised in Matagorda County, went to high school in Matagorda County and has worked in Matagorda County most of her life. She has a BBA- Accounting coupled with work experience in diverse fields such as banking, education, and municipal government.
She completed the Certified Public Manager program through the William P. Hobby Center for Public Service at Texas State University in 2017. She is a current member of the Texas City Manager’s Association, the International City Manager’s Association, and the Texas Economic Development Council. She is also a certified investment officer as required by the Public Funds Investment Act.
Jones served as the Finance Director from 2003 to 2006 and again from 2016 to 2023. She was promoted to Assistant City Manager in October 2023. She has over 20 years of experience in budget and finance administration management, economic development, and city operations.
“My passion is to enhance partnerships and build synergy between the City, County, and other community organizations, as we work towards common goals” says Scotty Jones. “Council has recently approved a Strategic Plan that was centered around citizen input. The Strategic Plan is our roadmap to accomplish goals such as improvement of safety, communications and customer service, infrastructure, planning and development, and recreation opportunities. We will work diligently as a team to accomplish these goals!”
Jones has lived at her current residence since 2008, which is 10.2 miles from the ETJ. Per the Charter, Jones will have 12 months to meet the residency requirement.
“The consensus of Council feel that Mrs. Jones is the best fit for the position as City Manager,” says Mayor Robert K. Nelson. “We like what we have seen accomplished in the last several months.”
The press release was issued just after 7 p.m. Wednesday, Nov. 13.
Jones was approved after executive session - with no discussion in open session - by council at its regular monthly meeting Tuesday, Nov. 12.
Council members Becca Sitz, Jim Folse, Bradley Westmoreland and Mayor Robert Nelson voted in favor of her appointment while Councilman Ben Flores opposed it and Councilman Blayne Finlay was absent.
