   After 50-minutes in a closed session, Tidehaven ISD trustees took no action on updates for a proposed synthetic fuel plant, Monday, Nov. 8.
   Board members present were Stephen Crow, Marty Crain, Mike Pierce, Mike Galvan, and Eric Saha while Scott Cheek and Stuart Lynn were absent.
   The HIF (Highly Innovative Fuels) synthetic fuel plant project was introduced at October’s meeting as pursuing a possible taxable value limitation agreement with TISD.
   A 313 taxable value limitation agreement is a limitation of appraised value property for school district maintenance and operations taxes by TISD that lasts for 10 years.
   HIF proposed a 340-acre synthetic fuel manufacturing facility located at about 10% in Tidehaven’s district boundaries with the rest in Palacios ISD.
   The application listed HIF as a $250 million investment that could generate 100 jobs in three years for construction and 10 full-time jobs averaging at about $66,000 once in operation.
   Powell, Youngblood, and Taylor attorney Selma Charania had the board update its conflict of interest policy for each trustee regarding HIF.
   “This is just a normal requirement we go through for all appraised value limitation agreements,” she added.
   “We just want to make sure we’re up-to-date on who has a conflict of interest – if any.”
   The board also approved the final plans for the Markham Elementary parking lot.
   “The final design has four handicap spots and 80 regular ones,” said TISD Assistant Superintendent Dr. Patrick Talbert.
   “G&W did a good job drawing up what we were wanting.”
   “If the board is satisfied with this, we just need it to be approved so we can go out for bids for construction,” said TISD superintendent Dr. Andrew Seigrist.
   “I’m very pleased with this layout,” said Board President Stephen Crow.
   “It doesn’t encompass the kid’s practice fields and is comparable to the parking lot in Blessing, too. I want you all to know that I’m working with AEP to get those last three power poles removed before construction.”
