Detectives work annual Halloween operation

   Bay City Ordinance Sec. 87-3 states a sexual offender shall, on each Oct. 30 and 31, between the hours of 1 p.m. and 11:59 p.m., display a sign with at least two-inch lettering on all accessible exterior doors of his residence, as well as posting a sign with at least two-inch lettering along the sidewalk leading to the front door of the residence, stating “Sex Offender’s Residence.”
   Each year, detectives head up a special operation to ensure all sex offenders living in the city limits of
   Bay City are in compliance with this ordinance. 
   At 4 p.m. Sunday, Oct. 30, Detectives Kim Kunz and Aubrey Navarro began the special operation. 
   They visited 14 houses.
   During their visits, they found three houses that failed to display the sexual offender sign. 
   One offender drove up during the visit and was issued a citation for failure to display sexual offender Halloween sign, failure to display sexual offender bumper sticker and driving while license invalid. 
   All but one of the offenders received citations. 
   There was a citation pending for one offender who was not home at the time.
   During the operation, they were also notified of a sexual offender staying in a local hotel for several months. 
   After confirming this information, they were able to get the necessary information to file a report and request a warrant for failing to register as a sex offender. 
   At this time the warrant is pending.
   Kunz and Navarro began the special operation again at 2 p.m. Monday, Oct. 31.
   They visited 13 houses. 
   That day all of the houses were in compliance with the ordinance.
   Also on Oct. 31, they were able to issue a citation to the offender who was not home the previous day.
