"Grades 3-8 RLA STAAR scores surpass pre-pandemic levels for county schools" by: Jessica Shepard

The Texas Education Agency (TEA) released the grades 3-8 Spring 2025 State of Texas Assessments of Academic Readiness (STAAR) results last week.
  The June 17 results include assessments in reading/language arts (RLA) and mathematics in grades 3-8, as well as fifth and eighth grade science and eighth grade social studies. 
  “This year’s results bring promising news in reading language arts, as the statewide performance of students meeting grade level surpasses pre-pandemic levels,” reads a TEA press release.
  “This is a clear indication that the targeted instructional supports and recovery strategies are yielding meaningful outcomes for Texas students.
  "Reading language arts (RLA) scores improved across nearly every grade level.”
  At a state level, the largest RLA improvements were seen in grade 5, where the percentage of students meeting grade level increased by 4% from 53% in 2024 to 57%.
  Similar growth was observed in grades 3 and 4, with each increasing by 3%.
  Grade 8 RLA performance also rose by 2% from 54% in 2024 to 56%.
  The percentage of students who scored at grade level in grades 6 and 7 remained steady, matching last year’s results at 54% and 52%, respectively.  
  “These results are encouraging and reflect the impact of the strategic supports we’ve implemented in recent years,” said Texas Education Commissioner Mike Morath.
  “With RLA scores now surpassing pre-pandemic levels, we are seeing meaningful signs of academic recovery and progress. 
  While this year also saw some improvements in math, clearly more work is needed.”  
  “Student performance on STAAR is separated into four performance categories - ‘Masters Grade Level’, ‘Meets Grade Level’, ‘Approaches Grade Level’, and ‘Did Not Meet Grade Level’,” reads the TEA website.
  “Students who achieve ‘Approaches Grade Level or higher’ on STAAR have passed the test. Students who achieve ‘Did Not Meet Grade Level’ on STAAR have not passed the test.”  
  At Bay City ISD, 2025 RLA scores showed the following trends:
   Third Grade: 238 tests taken; 71% approaches, 42% meets, and 13% masters; 29% did not meet the state performance level.
   Fourth Grade: 237 tests taken; 72% approaches, 36% meets, and 11% masters; 28% did not meet the state performance level.
   Fifth Grade: 270 tests taken; 53% approaches, 36% meets, and 17% masters; 47% did not meet the state performance level.
   Sixth Grade: 236 tests taken; 69% approaches, 46% meets, and 22% masters; 31% did not meet the state performance level.
   Seventh Grade: 253 tests taken; 69% approaches, 47% meets, and 23% masters; 31% did not meet the state performance level.
   Eighth Grade: 250 tests taken; 73% approaches, 48% meets, and 28% masters; 27% did not meet the state performance level.
  At Van Vleck ISD, 2025 RLA scores showed the following trends:
   Third Grade: 57 tests taken; 84% approaches, 47% meets, and 11% masters; 16% did not meet the state performance level.
   Fourth Grade: 85 tests taken; 78% approaches, 34% meets, and 14% masters; 22% did not meet the state performance level.
   Fifth Grade: 88 tests taken; 74% approaches, 48% meets, and 18% masters; 26% did not meet the state performance level.
   Sixth Grade: 78 tests taken; 88% approaches, 63% meets, and 32% masters; 12% did not meet the state performance level.
   Seventh Grade: 92 tests taken; 64% approaches, 38% meets, and 16% masters; 36% did not meet the state performance level.  
   Eighth Grade: 72 tests taken; 75% approaches, 54% meets, and 22% masters; 25% did not meet the state performance level.
  At Tidehaven ISD, 2025 RLA scores showed the following trends:
  Third Grade: 74 tests taken; 97% approaches, 80% meets, and 41% masters; 3% did not meet the state performance level.
  Fourth Grade: 60 tests taken; 100% approaches, 87% meets, and 57% masters.
  Fifth Grade: 66 tests taken; 94% approaches, 80% meets, and 53% masters; 6% did not meet the state performance level.
  Sixth Grade: 66 tests taken; 89% approaches, 74% meets, and 50% masters; 11% did not meet the state performance level.
  Seventh Grade: 82 tests taken; 85% approaches, 66% meets, and 43% masters; 15% did not meet the state performance level.
  Eighth Grade: 65 tests taken; 95% approaches, 80% meets, and 55% masters; 5% did not meet the state performance level.
  At Palacios ISD, 2025 RLA scores showed the following trends:
  Third Grade: 95 tests taken; 66% approaches, 25% meets, and 6% masters; 34% did not meet the state performance level.
  Fourth Grade: 68 tests taken; 88% approaches, 49% meets, and 16% masters; 12% did not meet the state performance level.
  Fifth Grade: 75 tests taken; 87% approaches, 68% meets, and 17% masters; 13% did not meet the state performance level.
  Sixth Grade: 87 tests taken; 77% approaches, 59% meets, and 30% masters; 23% did not meet the state performance level.
  Seventh Grade: 85 tests taken; 78% approaches, 58% meets, and 26% masters; 22% did not meet the state performance level.
   Eighth Grade: 100 tests taken; 80% approaches, 51% meets, and 33% masters; 20% did not meet the state performance level.
  At Matagorda ISD, 2025 RLA scores showed the following trends:
   Third Grade: 5 tests taken; 100% approaches, 40% meets, and 20% masters.
   Fourth Grade: 10 tests taken; 80% approaches, 30% meets, and 20% masters; 20% did not meet the state performance level.
   Fifth Grade: 7 tests taken; 86% approaches, 57% meets, and 29% masters; 14% did not meet the state performance level.
   Sixth Grade: 10 tests taken; 60% approaches, 50% meets, and 10% masters; 40% did not meet the state performance level.
   Seventh Grade: 9 tests taken; 67% approaches, 11% meets, and 11% masters; 33% did not meet the state performance level.
  Eighth Grade: 10 tests taken; 80% approaches, 20% meets, and 0% masters; 20% did not meet the state performance level.

  Along with the statewide release, individual STAAR report cards are now available for parents across Texas by visiting their school district’s family portal or TexasAssessment.gov.
  “Using the unique access code provided by their child’s school, parents can view their child’s STAAR results for grades 3-8,” reads a TEA press release.
  “These reports include detailed insights into each test question, how their child responded, and personalized recommendations to support their academic progress.”
