 A strong turnout and participation at the Charter Review Public Hearing next Tuesday, Oct. 17, will help determine what possible city charter changes will be placed before voters.
   A mayor-city manager form of government, electing city council members by precincts, election judge qualifications and simplifying charter language are possible discussion topics at the hearing that will begin at 7 p.m. Tuesday, Oct. 17, at the Bay City Civic Center.
   The Charter Review Committee met Oct. 5, and its members were disappointed in a Sept. 28 charter review public hearing that drew about eight people, with only two people speaking.
