   Commissioners Court approved a reinvestment zone for a proposed HIF plant that would produce "climate neutral" eFuels at the court's regular meeting Nov. 20.     The Bay City Sentinel was unable to get the Monday meeting in last week's paper because of an early printing deadline for Thanksgiving.
