   New confirmed cases of COVID-19 continue to rise in Matagorda County.    The county had 490 new cases over the past 14 days, the Department of State Health Services (DSHS) reported Monday, Sept. 13.    The per capita rate of infections is 13.4 per 1,000 residents and the rate of fatalities is 3.
